Urban Turf: "Zoning Commission Approves First Stage of McMillan PUD"

After years of debate, the Zoning Commission (ZC) has tentatively approved the first stage of a planned unit development (PUD) for the redevelopment of McMillan Sand Filtration Plant. In a 4-0 vote, the commission gave developer Vision McMillan Partners a two-year permission to move forward with the first stage of the PUD on Monday night, though final action won’t be taken until November.
The redevelopment plan for the 25-acre filtration site on the northern edge of Bloomingdale (map) includes a mix of townhouses and multi-family residential, office space, park space, a community center and retail, including a grocery store. The development team of Vision McMillan Partners (VMP) is made up of Jair Lynch, EYA, Trammell Crow, and architect Shalom Baranes.

    Oh thank goodness, I was worried I was really worried Friends of McMillan was going to go away.  My entertainment value would have dramatically declined.

    Would not be surprised if Fear of Modernity put out a “press release” stating that the ZC rejected the PUD and demanded that the site be immediately turned over to urban fish-farming.
    But really, can someone explain what this actually entails for the development? Does this mean it goes to Mayor’s agent next, or what does the two-year PUD entail? When does building start?

Zoning Commission, eight years after the team was selected to breathe life into the fenced-off, historic 25-acre Northwest D.C. site.

The controversial project, the subject of strong neighborhood opinion on both sides, will almost certainly be appealed by opponents to the D.C. Court of Appeals.
"Stage 1 PUD is approved. Stay tuned for next steps from us. This isn't the end - just another step in the process for us," @McMillanPark, which has organized the opposition to the McMillan development plan, tweeted immediately after the vote.

The first stage PUD approval will remain in effect for two years. A second, more detailed application must follow during that period, or the order could expire (though, usually, extensions are provided).

Greetings on behalf of the National Symphony Orchestra.  The NSO is pleased to collaborate with community leaders to plan the 2015 In Your Neighborhood activities in DC neighborhoods from Brookland to NoMa.  With your help musicians from the National Symphony will perform free concerts at schools, churches, community centers, clubs, retail establishments and performing arts venues for the neighborhood ~ January 7-12, 2015.  We ask for your assistance getting the word out to groups to submit requests for NSO activities!

Those following our city's proposed demolition of the National Register of Historic Places-listed McMillan Slow Sands Filtration site and the Frederick Law Olmstead, Jr.-designed park atop the filtration caverns may be interested in submitting or presenting testimony at next week's hearing before the Mayor's Agent.  Because the city's long-in-the-works plan does not conform to covenants attached to the transfer of the formerly federal site to the D.C. government, HPRB was obliged to reject the plan that was devised by Vision McMillan Partners, the city's "consultant" and through sleight of hand, also the site's developer.  
                                                      
Still the city plows on.

On Monday, October 6, at 9:30 AM, the DC Mayor’s Agent will hear an appeal by the Gray Administration and its development consultant, VMP, to demolish over 80% of the underground sand filtration cells at McMillan Park. Last year, the DC Historic Preservation Review Board (HPRB) rejected the Mayor’s plan for the site, a designated Historic Landmark. The Mayor’s Agent will consider the park’s historic status, the HPRB report, and the proposed demolition request. 

Friends of McMillan Park will advocate at the hearing AGAINST granting the demolition permit, and the public is welcome to testify at the hearing as well. No advance notification is necessary to present oral testimony .Click here for details about the hearing, how to send written testimony, and suggested language to include.

We recently launched a Crowdrise fundraising page to help defray the cost of legal expenses that we are incurring in the fight to save McMillan Park in the Zoning Commission and Mayor’s Agent hearings. 4. rejoicing, the antidote to jealousy
5. requesting to turn the wheel of Dharma, the antidote to ignorance
6. requesting not to pass into parinirvana, the antidote to wrong views[2]
7. dedication of merit, the antidote to doubts

At the end of the teachings we will offer the khata (Tibetan white skarf) to Rinpoche as a sign of our gratitude for receiving those precious teachings.
