Could this possibly impact the clogging of the drain pipes that contribute to the flooding there? Since the city has stopped the street sweeping for the year, maybe another local effort needs to be planned to keep this from washing into drainage bins.

Isnt there some kind of "vacuum sweeper" they can use to get this all up?
DC's planning on having a leaf collection from Dec. 9 - 21 in the area. Just sweep it up next to the treebox space.
